This questionnaire is only for self-represented litigants who easily qualify for a fee waiver (under 5a or 5b*). Don't worry, the questionnaire will figure out whether or not you are one of these people.
*5a means you receive at least one of the listed public benefits. 5b means your household income is below a certain amount. Thus, this questionnaire is not for litigants who might qualify under 5c, which requires much more detail about the litigant's finances (i.e., litigant's income is not high enough to afford the $225 UD Answer filing fee).
